The Windsor-Detroit trade corridor is the busiest commercial land border crossing on the Canada-U.S. border, handling 31 per cent of Canada-U.S. trade carried by truck. Every year, over approximately 2.5 million trucks carrying over $100 billion in trade use this corridor. CRITICAL LAND BORDER CROSSING “Canada and the United States have always done big things, together,” said The Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities, to mark the historic accomplishment. “As the largest and most ambitious infrastructure project along the Canada-United States border, the Gordie Howe International Bridge is proof of just that. Gordie Howe was born in Floral, Saskatchewan, and during his career was known as “Mr. Hockey”. He has distinguished himself as one of the most prolific and talented hockey players of all time. “Gordie Howe’s legacy as a Canadian who played prominently for the Detroit Red Wings resonates deeply in Windsor and Detroit,” says Grondin. Prime Minister Stephen Harper was first to announce the bridge would honour Mr. Howe in 2015. “I am pleased to be here at this critical border crossing to announce that the future publiclyowned bridge between Windsor, Ontario, and Detroit, Michigan, will be named the Gordie Howe International Bridge,” he said at the time. “Mr.

It is my sincere hope that this bridge, which bears his name, will continue this proud legacy by accelerating the flow of people, merchandise and services between our great nations for years to come.” “In 2023, both iconic bridge towers reached their full height of 220 meters,” says Grondin. “The bridge deck, spanning 853 meters over the Detroit River, now stands as North America’s longest cablestayed bridge.” The project’s Community Benefits Plan reflects input from Windsor and Detroit communities, as well. “It aims to foster local development and participation, with a $23 million investment in initiatives like workforce development and neighborhood infrastructure,” says Grondin, underscoring the bridge’s role not just as infrastructure but as a catalyst for social and economic progress. P3 MODEL The project’s funding model, a public-private partnership (P3) with Bridging North America, has been proven to be very effective for large infrastructure builds such as this for its optimization of resource allocation and risk management, ensuring sustainable project delivery. Laborers International Union of North America Local 1191 (“Laborers’ Local 1191”), located in Detroit, Michigan, is comprised of more than 5,500 active and retired skilled trades men and women with experience in over seventy-five (75) trades classifications of work. Laborers’ Local 1191 and its members are proud to have had the opportunity to work on the multi-billion-dollar Gordie Howe International Bridge project. Since the project commenced in 2018, more than 12,000 skilled trades men and women based in the United States and Canada gained invaluable work and apprenticeship experience—1,100 of which are members of Laborers’ Local 1191.

OVER 12,000 JOBS “The bridge project has created over 12,000 jobs, with a substantial local workforce,” Grondin highlighted. “Once operational, it will bolster trade security with advanced border processing technologies and dedicated facilities for customs agencies.” Looking ahead, “The bridge will enhance crossborder trade, aligning with USMCA goals and fostering economic resilience post-pandemic. 19 DEC 2024 | BUSINESS ELITE CANADA BC Hydro’s Site C project has reached a critical milestone with the first generating unit now officially in service, marking the start of power production from the massive $16 billion hydroelectric endeavor on the Peace River in northeast BC. Set for full completion by fall 2025, Site C will ultimately provide 1,100 megawatts of firm capacity, generating around 5,100 gigawatt-hours of clean electricity annually— enough to power approximately 450,000 homes. This contribution is a substantial boost to BC’s clean energy supply, aligning with BC Hydro’s strategic goal of addressing a projected 15 per cent rise in electricity demand by 2030. The project has achieved nearly 90 per cent completion, with reservoir filling finished and five additional generating units slated to come online by fall 2025. BC Hydro has invested extensively in environmental mitigation, creating fish habitats and wetlands while compensating for agricultural land impacts through the $20 million Peace Agricultural Compensation Fund. “Our electricity grid is already one of the cleanest in the world, and to meet the scale and pace of what’s required, we need to invest in our system and build for the future,” said Chris O’Riley, president and CEO of BC Hydro. “We have already taken significant steps toward sourcing the clean electricity needed to meet the future demand, and we are now embarking on the

20 DEC 2024 | BUSINESS ELITE CANADA next step, our $36 billion 10-year capital plan, which includes everything from investing in our generation assets and large transmission infrastructure to the substations and local wires that deliver power to homes and businesses across the province.” Finishing the reservoir filling was a complex process that increased water levels at the dam site by 43 meters over 11 weeks. Environmental and cultural monitors, including those from Treaty 8 First Nations, were engaged throughout this phase to ensure minimal impact on wildlife and preserve cultural integrity. Reservoir shoreline and slope stability continue to be closely monitored as part of long-term safety measures. Site C is an integral part of BC Hydro’s commitment to sustainability, ensuring that British Columbia’s energy grid remains robust, reliable, and primarily clean. With 98 per cent of BC Hydro’s power already generated from clean or renewable resources, the addition of Site C will strengthen the province’s leadership in clean energy generation across North America. BC Hydro has also invested extensively in mitigating environmental impacts with over a thousand inspections and one million instrumentation readings were conducted during reservoir filling to ensure the safety and functionality of key project structures, including the earthfill dam, powerhouse, and spillways. 22 DEC 2024 | BUSINESS ELITE CANADA Greg Alexis, Senior Manager of Public Affairs for the Site C project, emphasizes how critical this hydroelectric facility is to BC Hydro’s vision. “Once we’re finished, this project will generate enough electricity to power close to half a million homes,” he says, underscoring the sheer scale of the project’s contribution to meeting growing energy demands in BC. Moreover, Site C will play a pivotal role in the province’s broader energy diversification efforts. As part of a larger clean energy initiative, BC Hydro has also initiated a Call for Power, seeking an additional 3,000 gigawatt-hours of clean and renewable electricity from sources like wind and solar. This ongoing commitment is expected to boost BC Hydro’s capacity by 5 per cent, further reinforcing its focus on sustainable energy solutions. BENEFITS TO BRITISH COLUMBIA The Site C project will deliver numerous benefits to BC’s citizens beyond just electricity generation. One of the immediate advantages is the increased availability of clean, low-cost power for residents and businesses across the province. Site C’s 5,100 gigawatt-hours of energy will also contribute to reducing greenhouse gas emissions by offsetting the use of non-renewable energy sources. 24 DEC 2024 | BUSINESS ELITE CANADA Alexis points out that the project’s completion will also provide substantial benefits to BC’s electric vehicle infrastructure. “Site C will produce enough electricity to power 1.7 million electric vehicles per year,” he says, adding the project’s alignment with BC’s goals for expanding the use of electric vehicles and reducing carbon emissions. The project also carries important environmental and community considerations. Despite its size, less than one percent of the agricultural land in the Peace Agricultural Region will be affected by the reservoir created for the dam. To mitigate this impact, BC Hydro has established a $20 million Peace Agricultural Compensation Fund, designed to support local agricultural production and community initiatives. Indigenous participation has also been central, with cultural monitors actively involved in overseeing reservoir filling and ensuring respect for cultural heritage during construction phases. “We’re taking action to build a clean energy future and create thousands of construction jobs for skilled workers as major infrastructure projects like Site C reach completion,” said Josie Osborne, Minister of Energy, Mines and Low Carbon Innovation. “Together with our first call for power in over 15 years, BC Hydro’s new capital plan, with Downstream view of Site C. Extensive efforts have been made to mitigate effects on local wildlife, including vegetation removal in the reservoir area, construction of fish habitats, and the development of wetlands. These initiatives are essential in ensuring that the project meets environmental safety standards while maintaining its operational goals. From an engineering perspective, the project has involved several complex milestones, including the diversion of the Peace River in 2020. This diversion allowed for the construction of the main dam structure, a critical step that involved rerouting the river through two tunnels, each approximately 750 meters long and 11 meters in diameter. These tunnels, which were integral to managing water flow during the construction phase, were sealed in September 2024 as the project moved closer to completion. FINAL PHASE OF CONSTRUCTION With reservoir filling complete, construction is now focused on the powerhouse and generating station, with all six generating units expected to be operational by fall 2025. Testing and commissioning of the second unit are already underway. Premier David Eby highlighted the project’s significance, stating, “Site C is an investment not only in the infrastructure of today but in the sustainable future of tomorrow.” As the province prepares for the operation of this landmark project, its long-term contributions are clear. Beyond providing clean, reliable energy, Site C sets a benchmark for sustainable development in large-scale infrastructure. The power generated will also support BC Hydro’s broader energy goals, including its Call for Power program to secure an additional 3,000 gigawatt-hours of renewable energy annually. This aligns with the province’s vision of becoming a leader in renewable energy production. Site C’s completion is not merely about energy security; it represents a bold step towards BC’s commitment to tackling climate change and fostering economic development in the region. Enhanced employment opportunities, strengthened partnerships with Indigenous communities, and innovations in energy management reinforce the project’s multifaceted benefits. As the project nears its final stages, it continues to be a point of pride for the province, with Premier David Eby remarking on its importance. “Site C represents a critical component of BC’s future energy needs and its clean energy leadership in Canada. On November 1, 2024, Congebec, the largest provider of refrigeration services in Quebec and one of the largest in Canada, celebrates its 50th year in business. Under the leadership of CEO Nicholas-P. Pedneault, Congebec has expanded significantly over the past decades, driven by the same dedication to supporting Canadian businesses and food security it has always had. Reflecting on the company’s half-century legacy, Pedneault says he could not have predicted Congebec’s success when his father founded it in 1974 in Quebec City. business was expanding from Quebec City to Montreal—an exponential growth. Every expansion since has felt like the same leap of faith, whether it be from Quebec to Ontario, and then Ontario to Western Canada. When Congebec first thought of expansion, recalls Pendault, it was in their “wildest dreams” to make it to the bigger Montreal market. “If you are from Québec City, which is a rather small city, it is a big step to branch out into the Montreal market,” he says. “We wanted to kickstart the growth from Québec city and see where we could take it. In our wildest dreams, we would make it to Montreal.” Congebec not only “made it” in Montreal, it thrived. Through a mixture of acquisitions and organic growth, Congebec became the number one player in Quebec, and has not looked back, becoming one of Canada’s most reliant and successful refrigeration services companies. GROWTH THROUGH STRATEGIC EXPANSION One of Congebec’s most notable achievements in recent years is its new multi-temperature facility in Mascouche. The facility was designed with versatility in mind, capable of handling a broad range of storage requirements to add a significant additional capacity built-in for the refrigeration industry in Quebec. “The Mascouche facility is a testament to our commitment to growth and innovation,” says Pedneault. “We recognized a need for more storage solutions that could cater to various temperatures, and our team worked diligently to bring this vision to life.” The new facility not only enhances 35 DEC 2024 | BUSINESS ELITE CANADA Your strategic partner in the optimization of refrigerated and distribution projects. Congebec’s ability to store a wider variety of products but also provides increased capacity to better serve customers across Canada. “It’s really about staying ahead of the game, staying ahead of the customers’ needs,” says Pedneault. “In our industry, you cannot wait for the customer to need you—you have to anticipate, you have to make sure that you have the ability to grow with them.” Pedneault explains that Congebec’s expansion has been guided by a clear understanding of where their services are most needed. “Each time we add a facility, it’s because we’ve listened to our customers and anticipated market demand. We strategically choose locations that allow us to best support LEADERSHIP AND COLLABORATION THAT DELIVER Much like an orchestra conductor, GKC acted as Lead Architect and Prime Consultant on the Congebec Mascouche project, leveraging its vast expertise and strategic mindset. “Refrigerated building projects require specialized project teams,” explains Milyausha Gabdrakhmanova, Project Director for GKC. “To ensure efficient execution, it was essential to involve the general contractor and subcontractors from the outset, and to ensure that everyone’s actions were aligned throughout the project delivery.” EFFICIENCY GKC drew on its extensive experience in industrial projects to facilitate a streamlined flow of goods between the loading docks and the cold storage chambers. The installation of 19-foot-high sliding doors that open and close quickly and the selection of insulation materials that significantly exceed industry standards helped minimize heat loss. SWING ROOM The project’s particular feature is the ‘swing’ room – a chamber that can be flipped from refrigerated to frozen and vice versa. national and local production and distribution channels.” Partnering with ROSEFELLOW and Skyline on the Mascouche project, Congebec was able to bring a collaborative approach to its construction. “Working with them allowed us to incorporate sustainable building practices and ensure that the facility was built to last,” says Pedneault. This partnership highlights Congebec’s dedication to not only business growth but also to environmentally conscious practices. Beyond just developing new locations, Congebec has invested heavily in technology and infrastructure within its facilities, allowing for better inventory management, improved energy efficiency, and faster, more accurate fulfillment. “Our growth is a testament to the hard work of our team and the trust our clients place in us,” says Pedneault. “We are focused on growing our service offering. CCI Inc. completed all detailed engineering design for the HDD construction component. This project involved a nearly 1000 m long HDD crossing that installed a NPS 42 pipeline within Victoria. Various challenges included complex geotechnical conditions and proximity to populated areas. CCI’s scope included engineering design services and support during construction. PRAIRE CREEK MINE, WINTER ROAD & ALL SEASON ROAD (2023 THROUGH 2026) NorZinc Ltd. aims to reactivate the Prairie Creek Mine in traditional Dene territory, with current access limited to air travel. Phase 1 - Winter Road construction is underway to support the subsequent design and construction of Phase II - All Season 55 DEC 2024 | BUSINESS ELITE CANADA
